Bug Description
Allow bind endpoints for dashboard http and https. This will allow a common way of handling bind interfaces across the open stack cookbooks.
The current apache2 cookbook allow multiple addresses, but they are mixed between the http and https ports. This is not always wanted in a openstack cloud case. Having separate bind enpoints will allow more flexibility when setting up dashboard for mulitple nics, HA and load balancing cases.
