[dashboard] Allow endpoints for http and https dashboard

Allow bind endpoints for dashboard http and https. This will allow a common way of handling bind interfaces across the open stack cookbooks.

The current apache2 cookbook allow multiple addresses, but they are mixed between the http and https ports. This is not always wanted in a openstack cloud case. Having separate bind enpoints will allow more flexibility when setting up dashboard for mulitple nics, HA and load balancing cases.

    These will allow greater control and consistency with configuring
    endpoint across openstack.

    Use the new http and https bind endpoints for dashboard that are
    defined in the Common cookbook. These will allow more control and
    consistency with the other bind endpoints for openstack services.
