[chef-repo] Should update the version of cookbook build-essential

Unable to satisfy constraints on package build-essential due to solution constraint (openstack-client = 11.0.0). Solution constraints that may result in a constraint on build-essential: [(build-essential = 1.4.2)], [(database = 4.0.2) -> (postgresql = {3.4.6,2.4.0,3.4.18}) -> (build-essential >= 0.0.0)], [(erlang = 1.4.2) -> (build-essential >= 0.0.0)], [(memcached = 1.7.2) -> (runit = {1.0.0,1.1.2,1.4.4,1.5.0,1.5.5,1.5.14}) -> (build-essential >= 0.0.0)], [(mysql2_chef_gem = 1.0.1) -> (build-essential >= 0.0.0)], [(mysql2_chef_gem = 1.0.1) -> (mysql = 1.3.0) -> (build-essential >= 0.0.0)],

    Fix version dependency inconsistency

    openstack-client depends 'build-essential', '~> 2.1.3', so update
    the version to satisfy the constraints.
