Remove OVS specific files from neutron cookbook

Bug Description
Currently there are python scripts related to OVS (non-neutron related) hanging out in the neutron cookbook.
There are also random scripts that don't seem to be related to neutron.
Since these are not needed for neutron deployment I think they should be removed.

Removed all files not needed by the neutron cookbook
There were three files provided by the neutron cookbook that were
not related to neutron or used by the cookbook. This patch removes
those files along with the files directory. This patch also removes
any related tests or code to put said files in place.
