[block-storage]scsi-target-utils is replaced by LIO/targetcli in RHEL 7 breaks cookbook

In Chapter 3 Storage, the old tgtd has been replaced by LIO system.

The LIO is now used for all of the following storage fabrics: FCoE, iSCSI, iSER, and SRP.

A direct impact of this change is openstack-block-storage cookbook. Current cookbook is configuring tgtd by default for LVM iSCSI support. It doesn't provide any alternatives. And the package referenced by this cookbook "scsi-target-utils" is no longer provided by RHEL 7 in standard distribution (only available in EPEL).

Current cookbooks only support 6.5, so we need to stage this change in such that it does not effect current level of support for 6.5.

    Disable configuration of tgtd on RHEL 7

    - This is a stage I fix for bug #1400958. First disable the related
    resources for tgtd.
    - Bump version to 10.1.0 to indicate this is a start point of new
    platform support
