The mentioned section in README.rb is for describing what each attribute is used for.
Do you mean to move each entry to default.rb with some default value? The description text will be lost with this move.

See blueprint https://blueprints.launchpad.net/openstack-chef/+spec/sync-attribute-docs-to-readme I think this specific bug can be closed, and a work item created under that blueprint for this.
