[block-storage] missing default_volume_type option

Bug Description

The "default_volume_type" option is missing.

This is useful when multiple backends as it defined to allow the cloud administrator to define which backend to use when a user does not define one.

    Add default_volume_type to cinder config

    This allows the administrator of a cloud with multiple backends to
    define which volume is the default when a user creats a volume without
    specifying a volume type.
