some clients configurations in heat([cliens_XXX]) are missing, they are not configurable in cookboook

Bug Description

in heat.conf, section [clients_XXX] where xxx is nova, glance,keystone,etc , the ca_file, cert_file , key_file and insecure are not configurable .

yes, Mark, thanks. when I submitted that patch, i thought that when i have the higher level [clients] section, the other [clients_XXX]
would use the defaults in the [clients]section, but it seems there is a bug, and it wont get them.

    clients_XXX section configurable

    This commit makes the [clients_XXX] section in heat.conf configurable.
    They will get set with the default values from [clients] section.
