cinder cookbook doesn't support san_password attribute for svc driver

Bug Description

If the backend driver is cinder.volume.drivers.ibm.storwize_svc.StorwizeSVCDriver

The default cinder.conf.erb only supports san_private_key, but doesn't support san_password attribute.

    Allow san_password attribute for svc driver

    * add san_password= for storwize
    * remove unused san_password attributes, get_password method is used
    * add tests for password both storewize and solidfire
