orchestration readme has non-ascii chars

spiceweasel -e infrastructure.yml error

I am getting following error when uploading cookbooks to chef server:

Uploading openstack-ops-messaging (9.0.1) to: '....'
Uploading openstack-orchestration (9.2.0) to: '....'
/var/lib/gems/1.9.1/gems/activesupport-3.2.19/lib/active_support/json/encoding.rb:123:in `encode': "\xC8" on US-ASCII (Encoding::InvalidByteSequenceError)

it was tracked down to the openstack-orchestration cookbook:
