[block-storage] keystone_authtoken missing from cinder.conf

Bug Description

The cinder.conf is missing the [keystone_authtoken] section. It's currently hiding in the api-paste.ini

Need to move the api-paste.ini values in to the cinder.conf file.

    Move keystone authtoken keys into cinder.conf

    * Remove the keystone keys from api-paste.ini template
    * Add the keystone keys to cinder.conf template
    * update specs
