[dashboard] Allow misc sections for dashboard local_setting template

In some cases there is a need to add custom keyword sections to local_settings conf, for example:

CUSTOM_CONFIG = {
    'varable1': 'value1',
    'varable2': 'value2',
    'varable3': 'value3',
}

This is similar to the need to have multiple optional storage backends, see:
https://github.com/stackforge/cookbook-openstack-block-storage/blob/master/attributes/default.rb#L245
