[orchestration] signing_dir not set in heat.conf

Bug Description

heat has attribute for [keystone_authtoken] signing_dir=. There is a resource to create the directory, but the value is not set in the heat.conf file.

    Fix to properly set [keystone_authtoken] signing_dir

    Attribute already existed and directory resource was created, but the
    value was not set the heat.conf.
