[block-storage] There's no way to set the list of API extensions

Bug Description

Right now, there's no option to configure the list of Cinder API extensions to load, that goes into cinder.conf: https://github.com/stackforge/cookbook-openstack-block-storage/blob/master/templates/default/cinder.conf.erb#L100-L106.

While loading all of these extensions (https://github.com/openstack/cinder/tree/master/cinder/api/contrib) is a reasonable default, the user might want to use osapi_volume_extension=cinder.api.openstack.volume.contrib.select_extensions.

I was mislead to believe that this extension setting was the core of a current problem here. Now we noticed it lies somewhere else, so I'd guess the priority is probably rather low.

With the refactoring of attribute settings, this should have been fixed.
