compute cookbook drops useless nova-compute.conf

The openstack-compute cookbook drops a cookbook_file into /etc/nova/nova-compute.conf. The contents are:

# This file autogenerated by Chef
# Do not edit, changes will be overwritten
#
# P.S. Ubuntu YOUR DOING IT WRONG!!
#

It seems to be pointless to even put it there given that we're not templating anything in it. Additionally, I don't think havana even supports inclusion of this file any more

    edit contents of cookbook_file nova-compute.conf to be more explanatory
    as to why it's there

    This edits the cookbook_file so that it's more obvious why it's being
    dropped in there
