Openstack base #63, overlay missing placement binding spec.

Bug Description

When trying to deploy openstack #63, the openstack-bases-spaces-overlay.yaml misses a entry for the placement service.

<begin>
  placement:
    bindings:
      "": *public-space
<end>

does the trick.

This has been fixed in master on commit: fe84b13361dfd156fee028e177f5228cfbdbc40d
This should only affect train (it's not clear from the bug report / please advise if this is NOT the case).
Action: release a new version from master to the charm store.

I've only tested the train bundle 63. previous successful bundle (that I used) Rocky, did not include the overlay/bindings part.

Is the repo public, so I can do a clone and test it, have some other oddities with bundle 63 as well..
