Locks not cleaned up at the end of dynamic workloads

Bug Description

Sometimes, when multiple iterations fail in dynamic workloads, locks created by them in the rally database are not cleaned up. These locks would remain in the rally database even after all workloads finish running. This leads to the error below in later runs.

END: Error OperationalError: (sqlite3.OperationalError) database is locked

To prevent this, each dynamic workloads run should implement garbage collection for locks that are not cleaned up at the end of the run.
