Mirror used for sqlalchemy_collectd_plugin not reachable[OSP>16.2]

When sqlalchemy_collectd_plugin is set to true for OSP 17, the following issue occurs during collectd installation.

The mirror used in the logs above doesn't appear to be reachable from any host, including undercloud and local machine.
