External Segment Stale config in APIC after deleting configs

Bug Description
I have a policy group and external policy group with an external segment and I noticed that in APIC stale L3-Out present after deleting all configs. There is no external-segment listed in openstack.
[root@hh24-3 ~(t200)]# gbp external-
[root@hh24-3 ~(t200)]#
If I delete the external policy first and then delete all other configs, I didn't see the issue.
