[KILO] neutron opflex agent fails to start

Ok completed the install on Kilo and I see the opflex agent fails to start on all Nodes

Tried the new package from Amit that fixes the start issue

Amit: neutron-opflex-agent depends on some neutron code (openvswitch-agent), and that has changed in Kilo. I've modified neutron-opflex-agent as best as I could to get it started.
