Bug Description
There is a TODO in pagination.rst that says "Make a proposal/decision on the recommended way to implement pagination"

The pending guideline seems to be inactive so I'm going to abandon it to get it off the radar so people can start rethinking about it. If someone does start thinking about it again then they should make sure to review the comments at https:/
