limits totalFloatingIpsUsed returns wrong value

Bug Description

The openstack.compute.v2.limits.Limits provides the method absolute to get (among other keys) `totalFloatingIpsUsed` and `maxTotalFloatingIps`. For some reason `totalFloatingIpsUsed` is 0 and 'maxTotalFloatingIps' is 10 while in the project `totalFloatingIpsUsed` is 1 and `maxTotalFloatingIps` is 1.

Sadly I wasn't able to test it with other limits yet.
