Response status codes sometimes have "200 203"

In some WADL files, having "200 203" is confusing to both humans and migrations, because it's unclear which response code is actually being documented. So, search through and change the WADL files to only document one status code per status attribute.

The fix is to change <response status="200 203"> to <response status="200"> and a new one, <response status="203">.

There are 60 instances of this in the WADLs now, search and replace throughout.
