Cinder QoS-Specs API documentation is missing in cinder V1.0 API

Bug Description

There is documentation available for Cinder qos-specs APIs in Cinder V2.0 API documentation
as here :- http://docs.openstack.org/api/openstack-block-storage/2.0/content/qos-cinder-v2.html

but the same is missing in Cinder V1.0 API documentation
http://docs.openstack.org/api/openstack-block-storage/1.0/content/

while qos-specs APIs exist for Cinder V1.0 too.

As version 1.0 is being deprecated, might not want to fix this.

Or, fix when adding it to 2.0 since there may be existing installations.
