api.openstack.org doesn't include quantum api samples

quantum is already an core openstack project ,it is valuable to provide api samples at http://api.openstack.org for develpers.

Some triage information.

To add to the long API reference listing, which is now at http://api.openstack.org/api-reference.html, you add a WADL and sample files to the Github repository at https://github.com/openstack/api-site.

Specifically:
Add a new folder under api-site/tree/master/api-ref/src/wadls for netconn-api.
Add a WADL in that folder.
Update the file in https://github.com/openstack/api-site/tree/master/api-ref/src/docbkx to point to that WADL.
Test the build by changing to the api-ref directory containing pom.xml and run "mvn clean generate-sources" to get a new html file.

    Add Quantum API v2 doc support to API site.

    Modified: src/docbkx/api-ref.xml > to render new chapter and sections
    New wadls in netconn-api folder: os-networks.wadl
    os-ports.wadl
    os-subnets.wadl
    Some samples were taken from netconn-api repo and others are new.
    Fixes: bug 1075811
