Bug Description
After networks get removed from openstack, the network namespaces are not cleaned up unless you run netutron-ns-cleanup or set router_
Compared to RPCv4 which was running netutron-ns-cleanup we are lacking something similar in RPCv9 and higher.

Reviewing the issue mentioned in neutron's config docs for router_ delete_ namespaces (https:/ /bugs.launchpad .net/neutron/ +bug/1052535), it looks like our version of iproute2 is not susceptible to the problems that others have found.
I think the router_ delete_ namespaces option would be best, since it doesn't require running a script on deletes. I'm not familiar with how RPCv4 ran neutron-ns-cleanup, though.
