setup-openstack in 19.0.0.0rc1 Create symlink to neutron-keepalived-state-change fails

Running setup-hosts fails with the attached error.

Version: 19.0.0.0rc1
on Ubuntu 18.04

My setup has three controller nodes.

Hi,

I believe that your neutron_server venv did not deploy properly, and when you reran the deployment, it ran a symlink where it couldn't find anything.
