nova_qemu_vnc_tls has no effect

Despite setting `nova_qemu_vnc_tls: 0` in user_variables.yml, `vnc_tls` does not get disabled in /etc/libvirt/qemu.conf as expected (according to `templates/qemu.conf.j2`).

    Always distribute qemu config file

    In case when ceph is not being used as backend for nova, qemu.conf
    file is not distributed, thus some settings, like nova_qemu_vnc_tls do
    not have any effect
