ceph version is upgraded to pacific on Wallaby branch

Bug Description

Ceph client role specifies Octopus install

During the ceph-ansible run in an OSA ceph job, librbd appears to be update to 16.x

Upgrade: librbd1:amd64 (15.2.16-0ubuntu0.20.04.1, 16.2.7-0ubuntu0.21.04.1~cloud2)

Why do these packages also have 21.04 in the name, thats odd for a Focal deployment?

Based on following URL all package above 16.x has 21.04 in name. that means updated package only available for 21.04 and above only

After removing apt repo /etc/apt/sources.list.d/uca.list i am able to run os-nova-install.yml playbook without error (provided by OSA).

Now i can see following package version which is correct.

root@ostack-phx-comp-gen-1-63:/# dpkg -l | grep librbd1
ii librbd1 15.2.16-1focal amd64 RADOS block device client library

This has been fixed a way back through apt pinning from what I recall.
