Bug Description

Same as https://bugs.launchpad.net/openstack-ansible/+bug/1872427 when Ironic is installed the example user config file is missing the "ironic_conductor-infra_hosts" group in order to install the ironic_conductor in order to use the PXE backend.

I noticed this behaviour on CentOS 7.8 with openstack-ansible 20.1.5 for a Train deployment on 3 controllers/HAProxy architecture
