Horizon dropdown menu is empty in Stein

Hi guys, the drowpdown menu is empty in the branch stable/Stein, because is missing an option named "horizon_keystone_multidomain_choices".

When the multi_domain support is enabled, without set the multidomain_choice, users cannot log in into horizon dashboard.

Yes Jonathan Rosser, this patch you mentioned fix this issue in the branch Stable/Stein too.
