os-swift configparser crashes on default fallocate_reserve variable

Bug Description

Running on latest Train 20.0.1
Trying to setup Swift. The default value for swift_fallocate_reserve in the os_swift role is '1%'. It makes the python3.6 configparser crash when parsing the generated config since it interpolates the % sign.

This can be fixed by changing the default value of swift_fallocate_reserve to '1%%'.
