magnum: certificate verify failed

Bug Description

After deploying OpenStack using OSA 20.0.0 on Ubuntu 18.04 with
https://review.opendev.org/#/c/700749/
cherry picked, during the creation of a cluster the following error is logged:

Jan 07 17:42:39 controller0-magnum-container-7ed1f22f app.wsgi[2123]: 2020-01-07 17:42:39.187 2123 ERROR wsme.api [req-b8ea19bc-5c22-4c18-afa8-f9403c1bf119 - - - - -] Server-side error: "SSL exception connecting to https://10.0.0.151:5000/v3/auth/tokens: HTTPSConnectionPool(host='10.0.0.151', port=5000): Max retries exceeded with url: /v3/auth/tokens (Caused by SSLError(SSLError("bad handshake: Error([('SSL routines', 'tls_process_server_certificate', 'certificate verify failed')],)",),))".

I have currently no idea where the ca needs to be configured. If you need more information, please just ask.

As a workaround for non-production systems, I set "insecure = True" in "[keystone_auth]" and "[keystone_authtoken]".
