Rally role calls deprecated rally-manage script

A task in the rally_setup_db.yml playbook tries to run rally-manage, but that script has been deprecated (and removed) since Rally 2.0.0, resulting in a playbook failure:

"FAILED! => {"changed": false, "cmd": "/openstack/venvs/rally-18.1.12/bin/rally-manage db create", "msg": "[Errno 2] No such file or directory", "rc": 2}"

The 'db' family of commands has been folded into the main "rally" script, so this task should be updated to refer to it instead.
