Disable journald-remote due to systemd issue

Bug Description

The journald-remote should be disabled by default until https://github.com/systemd/systemd/issues/2376 has been
incorporated in current systemd packages,
as circumstances may exist where hosts inside the log_hosts are present but journald does not want to be used.

    The journald-remote playbook is disabled by default until
