Bug Description

This task failed because it don't use my pip options (venv_pip_install_args)

/etc/ansible/roles/os_tempest/tasks/tempest_install.yml

- name: Install stackviz on venv
  ...
  vars:
    venv_pip_install_args: "--isolated"

Role forced pip options is:

--isolated
Run pip in an isolated mode, ignoring environment variables and user configuration.
