Deletion of routers with HA enabled fails

Bug Description

Hi,

I have deployed the Stein release of OpenStack with OSA (OS used: Ubuntu 18.04) and everything is OK except for the deletion of routers with HA enabled. Whenever I try to delete a router it fails (see the file attached for the error). I have been able to fix this error by adding the following line in /etc/neutron/rootwrap.d/l3.filters:

kill_keepalived_monitor_py2: KillFilter, root, python2, -15

Should I report this issue to the neutron project or is it something that should be handled by the OSA project?

This issue affects me too, the routers isn't deleted.

We eventually take just neutron rootwrap files provided in https://opendev.org/openstack/neutron/src/branch/stable/stein/etc/neutron/rootwrap.d/l3.filters

So I think neutron project is proper place to fix this issue
