debian9 container image is missing apt-listchanges package,
but has the apt.conf.d/20listchanges config file, causing failure.

This is being tested with Virtualbox on debian9 VMs. container image is borked.

I failed to note this is for stable/stein.

my current workaround is to patch the lxc_hosts role at lxc_hosts/tasks/ and a template/resolv.conf

to fix the dns issue caused by resolv.conf symlink to systemd-resolv that isn't included in the container.

Only the removal of the apt portion was needed for this patch, I'll submit it as a review 'soon'.
