Bug Description

Based on https://github.com/openstack/openstack-ansible/blob/stable/stein/inventory/group_vars/haproxy/haproxy.yml#L166 the nova placement API is only configured on the internal address but public entries are added to the service catalog.

This should be fixed in order to prevent automated endpoint monitoring from tying to reach public endpoints on services which never get installed there.

So we either add a public endpoint inside the haproxy service definition or remove the public endpoint installation

Since train release public endpoint is being added for palacement and HAProxy should listen on public endpoint for placement ports.
