[os_magnum] Support docker registry config options

Bug Description

Currently, the [docker_registry] config group (https://github.com/openstack/magnum/blob/master/magnum/conf/docker_registry.py) is totally absent from the os_magnum role. We should add support.

I'd suggest using magnum_config_overrides to cover missing options in the template rather then adding them (at least in this scenario)
