Add support for RAM nodes in RabbitMQ cluster

Bug Description

Currently it is not possible to join a RabbitMQ cluster as a RAM node in openstack-ansible-rabbitmq_server as recommended by the OpenStack HA guide [1]. Is this on purpose or is this feature just missing from the playbook?

Also, the RabbitMQ docs do not generally recommend using RAM nodes (see https://www.rabbitmq.com/clustering.html#cluster-node-types )
