Ceph production example in openstack-ansible: devices definition missing

THe referenced file:

   /etc/openstack_deploy/user_variables.yml

is missing the 'devices' section, like:

devices:
  - /dev/sdb

The installation process stops with an error message that ceph ansible does not find the devices.

This bug was discussed in the OSA weekly meeting 22/01/2019 and it was agreed that the ceph example is unclear and the page needs refactoring.

That are good news.

Just a hint for refactoring:
Maybe it makes sense to alter

    osd_scenario: collocated

because collocated is deprecated and will be removed in future.
