[os_neutron][docs] openvswitch scenario does not match release notes

The docs for the openvswitch scenario do not include the changes mentioned in the Queens release notes.

This is the doc including the old syntax for openstack_host_specific_kernel_modules:

    Fix OVS scenario with changes introduced with Queens

    The variable openstack_host_specific_kernel_modules was
    moved to group vars file.
