Update deprecated options for SR-IOV

In Ocata, the [DEFAULT] pci_passthrough_option in nova.conf was deprecated in favor of [pci] passthrough_option[1]. While it still works as of Rocky, the nova.conf.j2 template should be updated accordingly. Documentation in os_neutron/configure-network-services.rst should be updated to reflect this change.
