Bug Description

In master, the OVN metadata service is in a restart loop due to an inability to access the OVSDB socket. The metadata service is running as neutron user, while the socket is owned by root. A previous patch to the service file generator allowed for customer user/group names to be defined but has since been overwritten by this commit:

Will need to discuss with the team to determine how to proceed.
