This bug is meant to document changes required to implement Open vSwitch w/ DPDK support in OSA.

To be included:

- networking-ovs-dpdk ML2 plugin
- Open vSwitch w/ DPDK
- Role changes to facilitate this
- Documentation

    Adds DPDK support for Open vSwitch

    This commit provides baseline changes to the os_neutron role
    to support DPDK-accelerated Open vSwitch.
