Playbook openstack-service-setup does not run on MNAIO

Bug Description

Currently, running the openstack-service-setup playbook is skipped on an MNAIO deploy because the host machine can’t see the utility container on infra1.

I had noticed this as well. I am currently testing merging the inventory files in my snapshot work. If I can get it done there I will try to fix it here as well.
