Script to check for requirements

I was asked to submit a bug for this to note it:

I feel it would be nice to have a program that gives you a warning if you are missing some of openstack requirements. Or if you have something like nova for example without having glance.

Rather than a warning, a simple report indicating which components are not covered by a given YAML input may be more useful. For an audience looking for a complete install, it can be considered a linter, and solve the request in this issue. For an audience with a mature deployment, it provides a checklist for operators to ensure they have addressed any absent components in another way.
