VPNaaS dashboard not copied to horizon container

Bug Description

Hi,

when deploying openstack pike with openstack ansible and enableing VPNaaS following this guide:

https://docs.openstack.org/openstack-ansible-os_neutron/pike/configure-network-services.html

all commands in the Virtual private network section work flawless but the dashboard is not copied

OSA Version: 16.0.7

vpnaas dashboard has never been implemented.

We can implement it in master with the following dashboard, I guess, [1].

As of today (20190204), I can see that there's variable in os_horizon role to enable the dashboard :
horizon_enable_neutron_vpnaas.
But I cannot see the installation repo definition in playbooks/defaults/repo_packages/openstack_services.yml.

I cannot test, I'm on Queens(Prod) Rocky(Lab).

VPNaaS dashboard should be installed and working properly as of today.
