virtualenv in repo server is broken during P-Q upgrade

Bug Description

During upgrade, I get the following error:
Cannot find a wheel for setuptools [1] (same for pip, and wheel).
(Side note, the pip.conf is here [2])

A pip freeze --all on the container shows pip, wheel, and setuptools all fine. They are located onto the system, which is fine.

However any command using virtualenv fails [3].

Reinstalling virtualenv seems to do the trick (pip install -I virtualenv)

I will dig deeper on the root cause and find another fix.

My pike deploy seem to have silently failed, because this issue appears on my pike environment too, before even the upgrade.
